Adrian is a Managing Associate in the Planning and Environment Team and deals with a wide range of planning and highway matters. He has considerable experience acting for both private and public sector clients including housebuilders, housing associations, retail developers, landowners and local authorities.

Adrian’s planning expertise includes negotiating and drafting complex section 106 agreements, undertaking planning due diligence and advising on a range of issues including the Community Infrastructure Levy, planning enforcement, lawful development certificates and matters relating to commons and town and village greens.

He also has significant expertise in all aspects of highways and public rights of way such as drafting highway agreements, dealing with stopping up and diversion orders and advising on advance payments code issues.

Outside of work, Adrian enjoys spending time with his young family and is a keen gardener.

Expertise

  • Drafted a section 106 agreement for a major city centre regeneration development comprising over 500 dwellings and 2,500m2 of commercial space. The numerous obligations included highway works, viability assessments and carrying out works and providing public access to the adjoining historic town walls.
  • Drafted the section 106 planning obligations in connection with an appeal for a residential development of up to 125 dwellings and a community park. Obligations included on-site affordable housing, custom and self-build housing, provision of a community shop/building and construction and dedication of a public right of way. Subsequently participated in the round table discussion at the inquiry.
  • Advised on commons issues and drafting applications for consent under the Commons Act 2006 to carry out works on registered common land in connection with various highway infrastructure projects.
